Prior to that, Guerma held influential positions at the World Health Organization, including Associate Director of the HIV/AIDS Department. She has worked extensively in Africa and Southeast Asia, advocating for African health issues, particularly HIV/AIDS, tuberculosis, and malaria. Guerma played a key role in the establishment of the 3 by 5 Initiative, which aimed to provide life-saving antiretroviral treatment to three million people with HIV by the end of 2005, greatly improving access to treatment in resource-limited countries.
